Ironic reflection on floodwaters and recharge

James P. Reagan in 1914, recounting the opinion of one George Harris about the relationship between our floodwaters and groundwater recharge.  Note the parenthetical comment by Reagan:  

“He says that if the flood or waste waters are not caught and used to replenish the underground flow, in twenty-five years there will be no irrigating waters.  He says the 1914 flood did not help the underground flow. (Mr. Harris is old and childish)”

I, too, feel old and childish.
